Do not copy these files locally. It is much faster to use Google’s edge network for several reasons.

Browser will typically only down 2 files at a time from a single domain. More domains equals more simultaneous downloads.
Google’s edge network is most likely closer to your client and MUCH faster than your own server.
Less bandwidth and resource usage on your server.

HTML 5 Shiv is not part of the Google Libraries API but it is on the Google edge network.
